What is Bhu Nakhsa?

Bhu Naksha is a cadastral map-based operating system developed by the National Informatics Centre (NIC) that utilizes open source applications and libraries to make managing computerised cadastral maps relatively easy. It is also called Bhulekh Naksha as, in Sanskrit, Bhu(land) and Alekh(a record).

This programme will further modernise land information planning, limit the extent of territorial disputes, improve transparency in the land records maintenance facility, and enable the nation's eventual transition to assured conclusive titles to immovable properties. The program's main components are computerization of all land records and assimilation of text-based and geographic records and mutations, survey/re-survey and up-gradation of all survey & settlement records, along with the formation of existing cadastral records wherever required, computerization of registration, development of core GIS, and capacity building.

In the current scope of the project, cadastral maps are kept within village boundary lines, with a precise village index defining the association, direction, and orientation of plots that make up the village. This is to make sure a “whole-to-part approach” and to retain inconsistencies within village borders.

Throughout the development phase, the operating system will implement all of the organisation flows and processes of the Land Revenue System. The software will be implemented in the country's tehsils/taluks.

The Bhu-Naksha portal serves as a national repository for these digitized land records, with consistent updates to the NIC page indicating ongoing efforts to improve and expand the platform's functionality.

Digitization Progress

As of April 2024, estimates indicate that approximately 68% of cadastral maps in India have been successfully digitized. This represents a significant accomplishment in a national initiative. However, the next critical step is to integrate this digital map data with textual land records, such as ownership information, rights, and restrictions. This combined data provides a more complete picture of land holdings and is critical to ensuring transparency and accuracy in land management.
According to the most recent data, the process of linking digitized maps to textual records is about 52% complete. While this represents progress, more work is required to achieve complete integration. Completing this stage will result in a robust and user-friendly system for managing land records throughout India.

Timeline

The initial DILRMP completion deadline of mid-2022 has been extended. This recognizes the complexities of integrating different land record components. The extension enables the further development and refinement of data linkage processes.
