Bruhat Bengaluru Mahanagara Pallike (BBMP)

BBMP is responsible for the infrastructural assets and civic amenities of Bengaluru, an administration body that takes care of the betterment of the city.

In India, it is the fourth largest Municipal Corporation and is responsible for seven crore lives and a radius of 741 km space. In the last six decades, the boundaries of BBMP have multiplied ten times and brought to a greater extent.

"Orderly development of the city" is a major role and responsibility under the task of BBMP such as health, hygiene, licensing, zoning, trade, and education, also, well as the quality of materials used in the development of the project.

It represents Government on the third level; it is under the influence of the city council and is a collection of elected representatives. The election for the representatives and council is done in a span of 5 years. They represent a state's political party.

What is BBMP?

BBMP's full form is Bruhat Bengaluru Mahanagara Pallika.

Nine citizens from the old city gathered together and formed a Municipal Board, in March of 1862, under the Act of Improvement of Towns Act 1850.

The Board was legalized in 1881 and functioned as an independent body, called the Bengaluru City Council. The following year after being legalized, more than half of the municipal representatives were elected, and property tax was introduced. Also, the police were given greater powers, and local improvement was made.

In 1913, an honorable president was appointed, and seven years later, an elected position was given. After Indian Independence, the Bengaluru city council merged along with the Military Station municipality and formed this Corporation of the City of Bengaluru in the year 1949, under the City Corporation Act of Bengaluru.

After the collaboration of the two boards, it contained 50 electoral divisions and 70 elected representatives. The office of the Mayor of Bengaluru was also established. In 1950, the first election for the council was held.

Then, the name of the council was transformed from Bengaluru City Council (BCC) to Bruhat Bengaluru Mahanagar Pallike (BBMP).

History of BBMP

Dating back to 27 March 1862, the Municipal Government of Bangalore was the 9 official that was comprised of the leading citizen of the Bangalore City. This was formed under the Improvement of Town Act in 1850, similar to the Municipal Board established for the New Cantonment area in Bangalore.

After the Indian Independence, a resolution was passed because of the cost development saying, that the BDA layouts should not be included in the revenue pocket but in its limits. By November 2006, the BMP Council was dissolved by the State Government thus forming the BBMP, and the first election of the BBMP members was conducted on March 28, 2010.

The Major Roles of BBMP

As mentioned above, BBMP is an administrator body that is responsible for the development and maintenance of the infrastructural assets of Bangalore City. Below are some of the major roles assigned to BBMP by the Municipal Corporation of India.

1. Tree Planting:

The trees and creepers on the streets are planted and maintained by BBMP. It is responsible for a million trees that are present in the city. They have come up with various plans to plant trees simultaneously across the city.

Over the decades, BBMP has come up with several tree-planting schemes with many levels of success. The most prominent period of planting trees is considered to be between 1982 and 1987. Over 15 Lakh trees were under the authority of S G Neginahal.

Lately, BBMP has reported that amid 2007-2013 around 10 lakh trees have been planted with an endurance rate of 65%. The Environmental Support Group which is based in Bengaluru, surveyed to calculate the endurance rate of 20-25%, assuming the trees were not even planted in the first place.

2. BBMP Bangalore Public Open Space:

More than 500 parks are present in the neighborhood of Bengaluru. 15% of residential layouts are to be retained for public open space, and 10% of additional space is reserved for civic amenities under the current Karnataka Legislature. BBMP is responsible for maintaining the public open spaces and park areas in Bangalore City.

3. Storm-water Drains:

A huge percentage of the Rs 600 crores was assigned to the BBMP under the JnNURM plan for upgrades, repairs, and developments of the city's storm-water drain, which was reported to have been bled off, leading to a depletion in such capitalization from the central Government. The BBMP every year reports information that it administers around 800 kilometers of stormwater drains as well as another 1,500 kilometers of secondary drains.

4. BBMP Property Tax Collection:

There was a massive shift to a unit area self-assessment scheme of BBMP property tax collection in Bengaluru, leading to a considerable rise in tax collective revenue.

5. Road and Infrastructure:

BBMP has come up with a contracting system for the city's roads and infrastructure, which are reported to be working under a corrupt commission system. When the operations are tendered and the bids are won by any contractors, a small percentage of money is paid to the area's corporator, MLA, and the BBMP council.

6. Garbage Disposal:

Bengaluru's waste volume has grown immensely since the year, 1990 and BBMP has come under stagnant criticism for its management skills of the city's garbage disposal system, particularly throughout the start of this decade, Bengaluru was day-to-day referred to as "Garbage City" rather than being "Garden City." By 2018, seven waste-converting plants were reported to be operating at only 30% of their expected capacity.

7. Tender sure:

Jana Urban Space Foundation published a document, TENDER SURE (Specification for Urban Roads Execution), in 2011, which accommodates detailed guidelines for the structural design, acquirement, and identification contracts that are needed to bring India's road infrastructure and designs up to an international quality within the Indian conditions.
